1. The Indictable/ Headline Offences figure includes all offences that became known to An Garda Síochána. The Non-Indictable/ Non-Headline figure only includes those offences in which proceedings were taken.
Note: Between 1995 and 2002, in the Annual Reports of An Garda Síochána, details of the number and type of drug offences recorded were published in a separate table. In certain years, the figures reported in that seperate table did not form part of the quoted total non-headline figure.

Numerous changes were also made to the classification of offences in 2000. It was during this time that offences were reclassified as ‘headline’ and ‘non-headline’ offences. Caution is therefore required when comparing Irish crime statistics from 2000 onwards to pre-2000 figures. It should also be noted that in 2006 responsibility for publishing Irish crime statistics was taken over by the Central Statistics Office from An Garda Síochána.

*In 2002, a new headlines proceedings format was introduced which added the following to the Road Traffic Act Offences total - proceedings for unauthorised taking of MPV, unauthorised taking of a motor vehicle, unauthorised taking of a pedal cycle, unauthorised interference with the mechanism of an MPV, EU regulations- Vehicle Testing, EU regulations- tachograph, Road Transport Acts and Road Acts/ Finance Acts- Excise Duty. All of these are included in the Road Traffic Act Offences Total quoted in the Garda Annual Report for 2002 and in subsequent years. These categories are not included in the total number of Road Traffic Acts Offences given previous to 2002. As an example of the impact of this change in counting procedure, application of the new headlines proceedings format would increase the total number of Road Traffic Acts Offences in 2001 from 184,576 to 241,133.
